libapache-singleton-perl software package provides Singleton class for mod_perl, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libapache-singleton-perl
libapache-singleton-perl is installed in your system.
Make ensure the libapache-singleton-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libapache-singleton-perl *
You will get with libapache-singleton-perl package name, version, architecture and description in a table
